You can see the waypoint marked "003" where the WB&E comes into route 940 but does not cross it. Thats why I think route 940 follows the railbed. On the map waypoints "004" and "005" showed no signs of the ROW due to development.

Following Route 940 East, you can see where the WB&E swings away from route 940. There was no sign of the railbed at this marked point.
